Malibu Colony Beach is Malibu's wealthiest enclave, a private gated stretch where sales routinely clear eight figures. Carbon Beach, nicknamed Billionaire's Beach, competes on price and counts Larry Ellison and David Geffen among its owners. It is not gated, though, and court-ordered public accessways run down to the sand between the houses.
Malibu scores a 3 out of 100 on NeighborhoodScout's safety index, meaning it rates safer than only 3% of US cities. Property crime drives nearly all of that, running roughly twice the national rate, with vehicle break-ins and burglaries the bulk of it. Violent crime sits above average too, though low in absolute terms at 65 incidents in the latest FBI reporting year. The per-capita math also runs hot, because a residential base near 10,000 absorbs crime from a far larger daily visitor population.
Wildfire risk is the single largest driver of Malibu insurance costs, and the market tightened sharply after the January 2025 Palisades Fire. State Farm stopped writing new California policies back in 2023, and carriers including Liberty Mutual and Chubb have pulled back from high-risk canyon and coastal addresses.

California guarantees public access to every beach below the mean high tide line, and the Coastal Commission enforces that aggressively in Malibu.
