Beachfront and canal-front stock on the West End, including the separately incorporated city of Jamaica Beach, spans roughly $200,000 to $2 million depending on how close you get to the water. The East End Historic District is not the budget option. Its Victorians carry a median around $550,000, among the most in-demand property on the island.
One policy will not cover an island home, because standard Texas homeowners policies exclude wind and hail along the coast. You'll carry a homeowners policy, a separate windstorm policy through TWIA, and a flood policy through the NFIP. Three premiums, three deductibles, three renewal dates. Price all three before you write an offer, since the combined annual cost can rival several months of mortgage payments on a West End house.
TWIA is the Texas Windstorm Insurance Association, the state-created insurer of last resort for wind and hail in the 14 first-tier coastal counties, Galveston County included. Your lender will almost certainly require it, because most private carriers will not write coastal wind on their own.
The detail that catches buyers out is the WPI-8 certificate. Anything built, altered, or repaired since January 1, 1988 needs one on file, and a missing certificate can stall your closing.

Yes, it can work, but Galveston tightened the rules in a November 2025 ordinance, so treat compliance as part of the deal. Every short-term rental must register annually with the Galveston Park Board for $250, carry a GVR number that Airbnb and Vrbo now verify, and name a local contact who answers complaints within one hour around the clock. Three violations in twelve months can put your license in front of the new STR board for revocation.
Any exterior change to a home in Galveston's historic districts needs a Certificate of Appropriateness from the Landmark Commission before work begins. That covers additions, demolition, and replacing architectural features, though interior alterations fall outside its review. Budget accordingly, because period-matching materials and the review timeline both add costs that a comparable non-historic renovation would not carry.
The West End is beach-house country: newer stilt construction, canal frontage, and the island's heaviest concentration of vacation rentals. The East End puts you within walking distance of the Strand's restaurants and shops, in Victorian housing stock that comes with Landmark Commission oversight attached. The practical trade-off is rental income and water access on one side, walkability and renovation restrictions on the other.
No, Texas closings run through a title company, not a lawyer. That differs from attorney-state closings in places like Illinois and Massachusetts, where a licensed attorney has to be at the table. You can still hire one, and it's worth considering a Galveston purchase where windstorm certificates, elevation certificates, and STR registration all have to line up correctly.
